Subject: Regional Meetings occurring between 1/08/07 and 1/12/07 - Statewide
We want to bring to your attention that we are conducting Regional Meetings all over the state during the week of January 8th - 12th, 2007. The reason, quite simply for these meetings is to help all of us be better leaders of our associations and to increase the effectiveness/value of membership for each individual members, which is the primary reason we are in these leadership positions in the first place.
There are many opportunities throughout the year for all of the local associations to access the resources and networking opportunities through your state association. We, the NCHBA Senior Officers, certainly hope you all will take full advantage of those many opportunities. We do realize; however, that not all of you can attend all of the meetings throughout the year and so the reason for this memo. Of all the opportunities you have throughout the year to improve your effectiveness as a local leader, this one is the best.
The Regional meetings are totally geared for you, the local association leadership team. It is the only time in the year when the State Association Senior Officers, joined by the State Association Staff literally come almost to your back door. We bring general information to you to help you stay abreast of an annual events calendar, to help you stay abreast of issues from across the state, to help you grow and strengthen your membership, to help you develop your leadership teams for now and into the future and most importantly -- to help you be the successful leaders you all want to be. We also bring resources to help you deal with issues specifically pertinent to your area and we bring your neighboring local association leaders to you in order to allow networking and possible coalition building.
But in order for this effort to have any chance of success it requires one thing - YOUR ATTENDANCE. We realize the hectic schedules that we all live under each day; however, the commitment from you in most cases, is a matter of a few hours and some travel miles. Most of the meetings are lunch meetings allowing you ample time to travel to and from your businesses - there is one Dinner meeting planned in Region I which will conclude no later than 9 PM. There is no financial cost to you for attendance and the meal is free. We really can't make it much easier than that - now can we?
Talk with your team, schedule your time, arrange a carpool and notify your State Regional Vice President by Christmas time as to how many from your association are attending. Remember, your association members elected you or appointed you to a position of leadership, which is in all honesty a position of service. Come and receive the tools which you will need to get your job done and done well!

The 16-member Land and Water Conservation Study Commission, authorized under Session Law 2006-233, is comprised of legislators and others appointed by the President Pro Tem of the Senate, the Speaker of the House and the Governor.The Commission has met four times in recent months to discuss the status of land conservation efforts and to examine funding options.At their most recent meeting, legislative staff presented a 29-page draft committee report that proposes a number of measures that could provide a permanent source of funding for land conservation.The majority of these draft proposals involve an additional tax or fee on land development and home building, including, but not limited to an increase in the deed stamp tax (with expansion to include a mortgage tax), statewide residential building permit fee (proposed at $100 per residential unit), and a landfill tipping fee increase with a $10 per ton construction and demolition waste tax.
We need members to attend these hearings vocally oppose the additional burden on the land development and home building industry.NCHBA is preparing talking points for our members, staff will be present at these hearings and will submit written comments to the Commission following the hearings.Mark your calendars and plan to attend!

The Environmental Management Commission (EMC) is proposing rule changes pertaining to the Ecosystem Enhancement Program (EEP).The proposed changes include the establishment of fee categories (urban, coastal and rural), a fee increase for wetlands and stream restoration in urban counties, a fee increase for monitoring and maintenance, and automatic fee multiplier that would increase fees with the rate of inflation and other changes.The EMC's proposed rule designates the following counties as "urban counties" where fees would be increased: Alamance, Alexander, Buncombe, Burke, Cabarrus, Caldwell, Catawba, Chatham, Cumberland, Davidson, Davie, Durham, Edgecombe, Forsyth, Franklin, Gaston, Guilford, Harnett, Haywood, Henderson, Hoke,
Mecklenburg
, Nash, Orange, Pitt, Randolph, Rowan, Stokes,
Union
, Wake and Wayne.The proposed fee increase for projects in these counties will increase over the current fee by $100 per linear foot of stream; by $28,000 per acre for riparian wetlands; and by $7,000 per acre for non-riparian wetlands.The EMC also proposes a fee increase in the coastal counties; however, the fee increase is much less.
We need you attend these hearings and oppose the rule changes. NCHBA is preparing talking points and will make those available prior to the hearings. NCHBA staff will attend as many of the hearings as possible and will submit written comments by the February 15, 2007 public comment deadline. Please plan to attend, make your voice heard and help to stop this assault on the land development and home building industry.
According to the National Association of Home Builders membership report dated 11/30/2006, the North Carolina Home Builders Association had reached its membership goal. We are now 17,097 members strong!! Our challenge is to retain this number in December and finish strong in 2006. Thanks to NCHBA President Dave Stormont who made membership his priority this past year, to the NCHBA Membership Committee, and to all those members who have recruited in 2006!
New Safety Hazards Brochures have been produced by the NCDOL regarding the top 4 hazards in the construction industry. One brochure is in English and the other is in Spanish.

The North Carolina Builders Institute is gearing up for the Spring 2007 session. Save the dates January 23-25 in your 2007 calendar and be prepared to learn! The courses will be held in Raleigh, NC.
The North Carolina Home Builders Association is hosting a reception on FEBRUARY 7, 2007 in honor of David and Tammy Pressly. The reception will be held in Ballroom D/E of The Peabody in Orlando, Florida from 5:00 to 6:30 p.m. during the International Builders' show. Mark your calendar now for this special event as we will honor NAHB's president, and our native son, David Pressly!
The North Carolina Home Builders Educational & Charitable Foundation, Inc. awards Scholarship's based on a combination of need and merit to four year college students entering their junior or senior year and technical school students entering their second year who have declared their major in a construction related field.
To be eligible a student must meet the following criteria:
1. Applicants must be nominated by a NCHBA member firm.
2. Nominees shall be immediate family members - related by blood, (ie. children, step-children or grandchildren).
3. Students related by marriage, (ie. son-in-law, daughter-in-law, etc.) shall not be eligible.
4. Immediate family members of any current trustee of the NCHB Educational & Charitable Foundation, Inc. shall not be eligible.
5. Awards are for one year, but scholarship winners may submit a renewal application and be considered for renewal if they make satisfactory progress in their studies.
6. Only full-time students will be considered. NCHBA defines a full-time student as one taking a minimum of 12 credit hours per semester.
