Highlights of Week 4 at the General Assembly

 
  Week four of the General Assembly comes to an end with 710 bills introduced so far.  Legislators from across the state are keeping us on our toes with bills introduced this week such as:
  • More energy efficiency tax credits (good)
  • Five (5) separate bills mandating the use of the Federal e-Verify system! (bad)
State legislators have not let a dire budget situation stop them from filing special appropriations requests. As of February 26, 130 bills had been filed requesting $778.7 million for various state programs and causes. Senator Larry Shaw holds the title for the largest request - $173 million to compensate eugenics sterilization survivors (S. 179).

This week, the most spirited debate centered around Majority Leader Hugh Holliman’s ban on smoking in almost all enclosed work sites and public places. NCHBA is monitoring this legislation to ensure that it is not expanded to outside job sites as well. Also causing a stir was Senator Jim Forrester’s S. 272 – an effort to put a constitutional ban on gay marriage to voters.

Committee meetings have picked up quite a bit, so there will be an increased amount of movement on bills that we are monitoring. Currently committee dockets are full of agency overviews and appropriations briefings. However, there has already been some discussion of legislation with more on its way!

S. 307 “Regulate Ownership & Use of Certain Reptiles” – Establishes guidelines for the owners of venomous reptiles, such as constricting snakes and crocodilians, especially relating to the proper enclosure of such reptiles.  Does this really need to be spelled out?

-- Sen. Harry Brown (R-Onslow) during a press conference on Career and Technical Education (CTE).  Senator Brown has been working with State Superintendent June Atkinson on a bill that would require technical educational programs in high schools that have below average graduation rates.
