The race is on! With bill introduction deadlines approaching this month, week five of the 2009 Session started with a literal flurry (or many, as in snow) and ended with a figurative flurry of bill introduction activity. Some bills of note:
- Modify the rule making process to make all bills approved by the Rules Review Commission subject to legislative review. Good, it will save us the trouble of submitting 10 letters of objection!
- Cabarrus County local option sales tax for transportation.
- Stay on home owners insurance actions. Introduced in both chambers and would rescind the November 2008 rate surcharge and deductibles imposed by the Department of Insurance.
- Small business tax exemption of $50,000 for C Corporations.
- Three fair housing bills. One that authorizes Rocky Mount to enforce a fair housing ordinance; a second that modifies the state fair housing act to prohibit discrimination based on the receipt of housing assistance (may be the first step toward protecting low income home buyers); and a third that reorganizes the existing act.
- And, filed on Thursday, S 447 No Monetary Exaction for Development. Very good bill aimed at stopping local governments from imposing unauthorized adequate public facility fees!
Week five also saw visits from a wide spectrum of humanity and heard heated debates on defense of marriage legislation and humane euthanasia of animals. As you can imagine, NCHBA Government Affairs staff was relieved that we did not have a dog in that fight (pun intended!). We do have a dog in the fight over publicly funded municipal elections (NCHBA strongly opposes) and made our voice heard in committee. |
