Week 16 Update

Slow…Real Slow….!

That describes the pace and activity of the General Assembly the week after crossover.  After hearing a couple hundred bills last week, the General Assembly did almost nothing this week.

Two items of note did occur...

  • First, HB 616 Offense for Portable Toilets/Pumper Trucks passed through the Senate and was ratified.  This bill makes it a Class 1 misdemeanor to steal, destroy, deface or vandalize a chemical or portable toilet or a pumper truck.

  • The second item was hearing of SB 831 Extend Permits Regarding Land Development in the House Environment Committee.  (The Senate version was the first to make the crossover deadline, thus, it is the bill that will run.)  Both the House and Senate versions of this bill received no opposition in committee or on the floor.  However, DENR decided that a “minor clarification” needed to be made and requested that the Senate sponsor allow that change to be put in a committee substitute.  This minor clarification could pose major problems to our members!  The bill passed through the committee with the DENR change, but NCHBA staff will work to get the provision corrected when the bill goes to the House Commerce Committee.  The lesson here is that even the most uncontroversial bills do not sail through any committee easily!

Quote of the Week

Stated by Sen. Ellie Kinnaird (D-Orange) during discussions of tax incentives for energy efficient appliances, “I don’t guess we want everyone to run out and replace their appliances, because then we will have a landfill problem.”

Yes, Senator, there is always a trade off!
