Week 17 Update

 
 Despite the short work week, the General Assembly quickly got back to business.  Here are some of the bills that saw movement this week:  
  • HB 1011 Raleigh Stormwater Assessment - a local bill to give the city of Raleigh the option of assessing the owners of a stormwater facility retroactively for repair costs.  NCHBA supported this bill because it would require less money up front and allows the stormwater device owner to spread the repair costs over a period of 10 years.
  • HB 85 Increase Raffle Prize Limit passed the Senate this week.  This bill increases the maximum annual cash prize paid by a non-profit from $50,000 to $125,000 and also eliminates the ban on the raffling of real property (appraised value not to exceed $500,000).  NCHBA supported this legislation. 
  • SB 1027 Zoning Change/Property Owner Notice changes the notification requirement if the person requesting the change is not the owner of the land being considered.  NCHBA monitored this legislation to ensure that additional requirements were not implemented on landowners requesting zoning changes for their own land.
The House Energy & Energy Efficiency Committee is working on an omnibus tax credit bill that would roll several of the proposed credits into one.  NCHBA Green Building Committee Chair Michele Myers, Green Builders of the Triangle Chair Chad Ray and HBA of Durham, Orange & Chatham Executive Officer Nick Tennyson were present for the discussion of the credits for energy efficient homes.  As originally introduced, the tax credit only cites the Energy Star and Healthy Built Homes programs.  Mr. Ray and Mr. Tennyson spoke to the committee about the importance of widening the scope of programs recognized for the tax credit to include programs such as NAHBGreen.  The omnibus bill will be discussed in subsequent committee meetings before a vote is taken.  The long term outlook for these credits is greatly affected by the current state budget deficit.

The General Assembly was visited by Miss USA Kristen Dalton (originally from Wilmington, NC) on Tuesday.  In recognition of her achievement, Lieutenant Governor Walter Dalton (no relation) presented her with a North Carolina flag.  Following the presentation, Senate President Pro Tempore Marc Basnight stood up and announced to the whole chamber:

"As you stand there holding the flag, Senator (Tony) Rand commented that you could make several dresses out of the fabric while Senator (Tom) Apodaca could only make a pair of briefs."

So much for political correctness!

NCHBA Legislative Day Reminder

 
 

NCHBA’s 2nd Quarter Board Meeting and Legislative Conference will be held in Raleigh on Tuesday, June 9, and Wednesday, June 10.  The Legislative Reception will be on Tuesday evening from 6 p.m. to 8 p.m. at the N.C. Museum of History in downtown Raleigh.  Legislative visits will take place on Wednesday morning.  Please see the NCHBA Web site for more details and the registration form.
