Liz Stephens currently serves as General Counsel for the North Carolina Home Builders Association (NCHBA), where she provides legal and legislative guidance on issues related to land use, development, environmental regulation, and regulatory compliance. She is also a key member of NCHBA’s government relations team, working closely with policymakers to shape and advocate for legislation that supports the residential home building industry across the state.
Prior to joining NCHBA, Liz was a partner at a Raleigh-based law firm, where she founded and vice-chaired the firm’s Government, Administrative, and Regulatory Law practice group. In that role, she led litigation on complex regulatory and environmental matters, appearing frequently before the North Carolina Office of Administrative Hearings as well as state and federal trial and appellate courts. Her practice included high-profile cases involving emerging environmental issues, placing her at the forefront of some of North Carolina’s most pressing regulatory challenges.
Liz brings a strong public sector background to her current role. She previously served in leadership positions in the Wisconsin Legislature, the Wisconsin Counties Association, and subsequently represented municipal and business interests as both a lobbyist and policy advisor. Her cross-state experience in North Carolina and Wisconsin has given her a nuanced understanding of the regulatory and legislative landscape, and she routinely advises clients on navigating agency proceedings, state permitting processes, and compliance strategies.

Steven Webb represents NCHBA at the NC General Assembly in Raleigh by advocating for legislation that promotes the interests of the residential construction industry and protects housing affordability.
Cliff Isaac provides consultative services to NCHBA members on building codes, inspections and material defect issues, and represents the interests of NCHBA members before the Building Code Council, the Code Officials Qualification Board and in the General Assembly.
